The Chartered Global Practising Accountants of Canada (CGPA Canada) is Canada’s independent, federally recognized professional body for Chartered Practising Accountants, students, and senior candidates—representing the modern and global future of the tax and accounting profession.

Incorporated under the Canada Not-for-profit Corporations Act (S.C. 2009, c. 23)—the same federal statute that governs CPA Canada—CGPA Canada was formed through the unification of two nationally respected institutions: the Canadian Institute of Chartered Tax Practitioners (CTP-Canada) and the Certified Public Finance Accountants of Canada (CPFA-Canada).

Unlike CPA Canada and its regional affiliates—such as CPABC, CPASK, and CPAYT—which remain confined to provincial silos and legacy frameworks, CGPA Canada delivers a unified, federally mandated, and internationally respected model. The CGPA Taxation and Professional Accountancy Certification Program offers comprehensive education and professional training to become a Chartered Practising Accountant—locally and globally.

CGPA Canada’s Statutory and Constitutional Authority

 

Under the Canada Not-for-profit Corporations Act (CNCA), CGPA Canada is empowered to:

  • License and regulate public accountants (Sections 127, 181, 184–186)

  • Establish independent ethical, educational, and disciplinary frameworks aligned with international best practices

 

This federal authority is constitutionally protected. As affirmed by the Supreme Court of Canada in Multiple Access Ltd. v. McCutcheon ([1982] 2 SCR 161), federal law prevails over conflicting provincial regulation.

Public Practice Licensing - CGPA Canada

 

The CGPA Bylaws, enacted under the authority of the Canada Not-for-Profit Corporations Act (CNCA), govern the licensing of individual practitioners, firm registration, and the issuance of corporate permits across Canada. This robust national regulatory framework ensures that all licensees meet the highest standards of professionalism, ethics, technical competence, and public accountability.

Licensing eligibility is based on a member’s educational qualifications, examination or evaluation results, and relevant professional experience. All CGPA licensees are required to maintain active professional liability insurance and complete ongoing Continuing Professional Development (CPD).

​

CGPA Public Practice Licensing Categories:

  • Compilation License

  • Other Regulated Services License

​

Jurisdictional Reality: Clarifying Misleading Claims by CPABC and CPAYT

CGPA members are fully authorized to provide these services—without restriction—under both British Columbia and Yukon accounting statutes.

​

British Columbia: Section 47 – Persons Not Affected

CPABC has cited Section 3(f) of the CPA Act (BC)—a broad “public interest” clause—to justify its February 25, 2025 public notice. However, it failed to acknowledge Section 46, which clearly limits CPABC’s jurisdiction:

​

“Subject to section 47, this Act does not affect the right of a person who is not a member to practise as an accountant or auditor in British Columbia.”
— CPA Act (BC), Section 46

​

Section 47 further clarifies that non-members—including federally credentialed professionals such as CGPA members—may lawfully offer accounting, audit, and assurance services, provided they do not misrepresent themselves as CPAs.

​

Notably, CPABC’s own Bylaws (Sections 9–28) grant it no authority over non-members.

​

CGPA Canada members operate under federal law and follow internationally recognized standards, including:

  • IFRS – International Financial Reporting Standards

  • IAASB – International Auditing and Assurance Standards Board

  • IES 8 – International Education Standards for Professional Accountants

These frameworks are distinct from CPA Canada's internal guidelines and enjoy broad international recognition.

Yukon: Section 27 – Persons Not Affected

Similarly, CPAYT cited Section 3(e) of the CPA Act (Yukon)—which requires protection of member interests—but ignored Section 27, which explicitly limits its jurisdiction:

“Subject to subsection 24(2), this Act does not affect the right of a person who is not a member to practise as an accountant or auditor.”
— CPA Act (Yukon), Section 27; S.Y. 2016, c. 8

​

Conclusion: Upholding Truth and Legal Boundaries

 

The February 2025 public notices issued by CPABC and CPAYT falsely claimed that CGPA Canada lacks the legal authority to offer public accounting services.

​

As demonstrated, both the CPA Act (BC) and CPA Act (Yukon) affirm the lawful right of non-members—including CGPA professionals—to practise public accounting in their respective jurisdictions.

​

These misleading public claims not only distort the legal framework—they also undermine public trust, regulatory transparency, and fair competition.

CGPA Global Canada's mission is to be a global leader in taxation and public finance management within private and public services both in Canada and around the globe. CGPA Global Canada's mission and objectives are aligned with the mission and objectives of the IFAC. We have further adopted the IFAC’s International Education Guidelines and other internationally accepted accounting and auditing standards, and our institute is actively involved in developing and enhancing the accountancy profession in its jurisdiction through the promotion of continuing professional education, professional standards and ethics, practice monitoring, quality assurance, and international standards and best practices in taxation, public finance management practice, education, government service, industry, and commerce.

The Chartered Practising Accountants of Canada, formerly known as CTP-CPFA Canada, has a "Governance Structure", whereby the Institute Council governs CGPA Global Canada. The Institute Council does so in the public interest within the terms of its Bylaws, and it is supported by the CGPA Global Canada Board and the Committee.

PURPOSE

Our organization is dedicated to advancing the proper management and governance of public funds in Canada for future economic stability and growth. We believe that a lack of knowledge in Public Finance Management (PFM) and taxation contributes to inflation and increased taxes. By enhancing PFM, we aim to mobilize revenue, allocate funds efficiently, and control spending to address the Canadian Government Debt Crisis exceeding 2.1 trillion. Our goal is to strengthen the PFM and Taxation profession, providing leaders with measures to promote wise spending, combat fraud and corruption, ensure good governance, and support economic growth.

We emphasize the crucial role of the accounting profession as trusted advisers, working for the prosperity of our country and the well-being of our society. Our focus is not on becoming the world's largest national accounting body, but on adding value to Canada, promoting financial resilience, and fostering a debt-free growth. CGPA Global Canada members and students offer free community service worldwide for people with lower income and disabilities by providing Tax Preparation Assistance Programs where hundreds of chartered global practising members and students volunteer to prepare tax returns for people with low incomes, free of charge.

Each year, CGPA Global Canada allows its employees and executive team members to participate in a one-day volunteer engagement activity around the globe where they can give of their precious time with professional expertise to non-profit charitable organizations of their choice.

We believe that the Canadian Institute of Chartered Practising Accountants of Canada, formerly known as the Chartered Tax Practitioner and Certified Public Finance Accountants of Canada (CTP-CPFA Canada), bring value to economies in all stages of development.
